Since some of the earliest Republican debates last year, we've heard a version of this line from candidates: "Addiction is a disease, not a moral failing." It's been a gradual but dramatic shift from the "Just Say No" days of the Regan era, no doubt accelerated by the heroin crisis of the past few years. But will softer rhetoric lead to policy changes?
